About Us

The Saskatchewan Cancer Agency (SCA) provides leadership in health promotion, early detection, treatment and research for cancer at our two cancer centres, the Allan Blair Cancer Centre in Regina, and the Saskatoon Cancer Centre. We also provide services in rural communities in partnership with hospitals through the Community Oncology Program. Provincially, we provide services to around 10,000 patients annually and our radiation oncology services account for 2,400 patients annually. Being a Project Manager

The Project Manager is accountable to provide leadership and direction to a project team and/or a portfolio of projects, prioritizing requests, outlining project scope, work plans and schedules, roles, and resource requirements, deliverables, integration and transition to application and operation services, ensuring training needs and client satisfaction. 

Planning and Initiation:
  • Under the general direction of management, consult with business units and stakeholders to
    prioritize and plan for new IT system developments and/or enhancements of a significant nature,
    generally requiring a project team.
  • Develop the overall project plan including the identification of project scope of work, analysis of
    benefits, costs and risks; resource requirements; assemble the project team, identify roles of team
    members, orient team members and identify team and client training needs; establish project
    deliverables, reporting structures, budget tracking; and outline schedules and milestones.
  • Identify system design alternatives, research, and recommend viable solutions, assess, develop and
    implement new technologies, standards and methodologies.
  • Participate in or lead RFP development, creating statement of work to be delivered by vendor, and
    lead or participate in tender evaluations in accordance with policies and guidelines.
  • Prepare contracts, and cost agreements, negotiate revisions, changes and additions, with architects,
    consultants, clients, vendors, and subcontractors and procure services.


 

Managing the Project:
  • Oversee the scope: define and sequence actions, estimate time and resource requirements,
    schedule, plan outcomes and time commitments of contractors and software vendors in accordance
    with project specifications.
  • Identify and oversee the technical approach- system design, coding, testing and acceptance for each
    phase.
  • Develop and implement a change management strategy, identifying clients and stakeholders,
    provide training and communication on an ongoing basis to stakeholder groups.
  • Supervise the SCA staff assigned to the project team: delegate, assign, prioritize, distribute and
    coordinate work; ensure effective team integration; monitor progress and ensure quality and
    timeliness standards are being met; assess ongoing performance and coach for improvements.
    resolve conflicts amongst staff; and schedule; approve leave and overtime; and, provide
    recommendations to management on performance of staff and vendors and disciplinary
    requirements as needed.
  • Anticipate and identify project risks, establish risk mitigation strategies, perform qualitative and
    quantitative risk analysis on an ongoing basis, and plan responses.
  • Identify resource savings and system efficiency opportunities (both in planning stages and in ongoing
    project work).
  • Report on trends, variances, and take corrective action when deviations occur from original plans
    and schedules.
  • Develop manuals and transition documents outlining required means to support the newly developed
    system and coordinate integration and transition to application services.
  • Create and conduct post-implementation evaluations and reviews.


 

Job Requirements

Education

 

  • Bachelor's degree in computer science, business administration or engineering and two years' experience managing integrated IT projects and teams. 

    or
  • Diploma in a computer science, business administration or engineering and five years' experience managing integrated IT projects and teams.

Experience

 

  • Experience working in a highly integrated IT environment.
  • Consideration may be given to applicants possessing 15 years' experience managing IT projects and teams in lieu of a degree/diploma.

Credentials

 

  • Certification as a Project Management Professional or ability to obtain within two years from date of hire.
